What is the EU SAS User Community?
The EU SAS User Community is an initiative designed to bring together SAS professionals from EU Institutions. Supported by SAS, this community focuses on sharing knowledge, fostering collaboration, and enhancing skills in the realm of data analytics and software applications. Go to the EU SAS User Community Teams site (access will only be granted if you have an EU Email address) and participate to the first SAS Coffee Corner on May 8.

SAS at the EU and in the Public Sector
SAS is dedicated to empowering EU Institutions to make informed, data-driven decisions that enhance public services and ultimately improve the lives of citizens. By harnessing advanced analytics, SAS transforms vast amounts of data into actionable intelligence, delivering real-time insights that bolster decision-making processes. The key benefits of SAS's initiatives include optimizing resources to ensure government effectiveness, increasing public trust through transparent AI applications, and safeguarding data privacy and security for constituents.
Some examples of current collaborative projects where SAS is making a significant impact include:
DG TAXUD
SAS supports DG TAXUD by delivering advanced data management and analytics applications built on top of the SURV database to enhance customs (risk) analysis and detect anomalies in trade patterns.
DG AGRI
SAS supports DG AGRI by providing robust data management and a rule-based engine to verify the quality of FADN data, ensuring accurate and reliable inputs for the fair allocation of CAP funds back to farmers.
DG INTPA
SAS supports DG INTPA with robust data management and governance techniques on applications like OPSYS and CHRIS, integrating external KPIs from sources such as the World Bank and UNICEF to ensure high-quality project data from least developed countries and to enable data-driven policy making and macro-economic results monitoring.
EUROSTAT
plays a pivotal role in producing EU statistics by aggregating data from the 27 member states' national statistical institutions. The statistical production system at EUROSTAT is underpinned by SAS procedures, which ensure rigorous analysis across approximately 50 statistical domains. These domains are systematically processed to yield results that are publicly disseminated. Employing survey means procedures allows EUROSTAT to maintain accurate error margins related to data collection methods, thereby ensuring the integrity and trustworthiness of results while safeguarding full transparency in the statistical production process.
The European Banking Authority (EBA)
utilizes SAS as its core statistical system, generating all published figures from the SAS engine. Moreover, SAS supports the analysis of data reported under the Digital Operational Resilience Act (DORA), which became effective on January 17th. This includes sophisticated entity resolution for data submitted by third-party ICT service providers, allowing for the assignment of risk scores related to their operations.
The European Central Bank (ECB)
employs SAS for effective data management and analysis concerning submissions to the Supervisory Banking (SUBA) system. The 100 largest systemic banks report their COREP and FINREP data directly to the ECB, which subsequently conducts top-down stress tests on this data. These stress tests are designed to assess the resilience of the financial system in response to market shocks. In addition, SAS is utilized for onsite inspections of the banks under direct ECB supervision, further enhancing oversight and accountability.
The Research and Innovation Directorate (RTD)
leverages SAS for managing data related to the Horizon Europe grants process, which involves funding exceeding 100 billion euros. The results of this funding initiative are consolidated into CORDIS, the European Commission’s primary repository and portal for disseminating information about all EU-funded research projects and their outcomes. CORDIS allows the public to access details about grant recipients, funding amounts, and the grant allocation process, thus promoting transparency.
European Investment Fund (EIF)
supports small and medium-sized enterprises across Europe through equity investments, guarantees, and microfinance, managing assets exceeding 100 billion euros. SAS is integral to managing the entire grant process, from application screening to fund allocation and counterparty risk management. The decision logic embedded within the SAS engine ensures that applications are evaluated against set criteria in a fully transparent and auditable way, fostering trust in the fund allocation process.
European Investment Bank (EIB)
engages in activities akin to those of the EIF but focuses on large-scale projects, overseeing assets totaling 500 billion euros. SAS is primarily utilized for credit risk management of counterparties, ensuring comprehensive analysis and risk assessment in line with stringent European standards.
