A key member of Microsoft’s worldwide public sector business focused on solutions for intellignece, investigations and analysis.  He is passionate about the application of technology to augment and assist the great people protecting citizens globally. He works closely with partners, field teams and customers to find solutions that support mission requirements.  Prior to joining Microsoft, Dave spent 10 years in various roles in technology companies focused on intelligence, investigations, and data analytics.  He has consulted on solutions and problem solving across the globe in the defense and intelligence space as well as law enforcement agencies at all levels.  Dave also retired as a Major from the United States Army where he served for 24 years as an enlisted soldier,  noncommissioned officer and commissioned officer in the Infantry, Signal and Civil Affairs branches.

Richard and has worked in public policy journalism throughout his career.  He currently helps to produce editorial analysis and insight for the Global Government Forum’s audience of public servants around the world. Before joining GGF, he spent five years at UK-based publication, Civil Service World, latterly as Acting Editor.

Luis is an Information Technologies Consultant and Senior Executive, with 20+ years of experience. PMI®-PMP, Scrum.org®-PSM, ITIL®4-FND, FinOps® Certified Practitioner (FOCP). Holding a degree in Electrical and Computer Engineering from IST-Lisbon, he started his career as a Research Fellow working on parallel processing architectures harnessing real time decisions.
On 1998, entered Oracle Consulting, where he led teams on several projects for the Custom Development and Business Intelligence Units, with a particular focus on Financial Services and Public Sector.
On 2005, co-founded a company focused on delivering analytical solutions, later incorporated on Timestamp group as timestamp:biw. Timestamp is the first portuguese SAS Gold Partner.

Currently Managing Partner at timestamp:biw, COO at Riverbank Software Solutions (both of which he co-founded), and Board Member at Timestamp group, where he is responsible for Data & Analytics.

Jennifer Robinson
Global Public Sector Strategic Advisor, SAS

Working to help governments maximize the use of their data through data integration, data management, and analytics. Her career in software development is complemented by the opportunity to serve as a local elected leader for the last 24 years. Jennifer co-wrote the book A Practical Guide to Analytics for Government and is featured in the book Smart Cities, Smart Future. In addition to writing articles and blogs about data-driven governing, she speaks with government leaders about emerging technologies and how to strategically adopt them.
