Meet the presenters


Ellen Roberson, CFE

Global Product Marketing Director, SAS

Ellen Roberson leads industry strategy for global markets in law enforcement, health care and government fraud reduction. With over 30 years of expertise in IT, she helps clients use data and AI to fight crime and improve public safety, emphasizing technology-driven efficiency, productivity and ethical standards. Roberson recently launched solutions for law enforcement, a Procurement Integrity Initiative and collaborated on a global research report: Trust and Transparency: Combating Fraud to Maximize Public Program Efficiency. She holds a math and computer science degree from Sweet Briar College.


Brian Acken

Senior Industry Consultant, Justice & Public Safety, SAS

Brian Acken brings 38 years of law enforcement experience to the SAS Justice and Public Safety team. Acken currently focuses on police technology and data systems, investigative practices, police department transparency and other current challenges in law enforcement. Progressing through the ranks within the Pennsylvania State Police (PSP), Acken worked in various patrol and investigative functions starting in 1986, culminating in a role as a Major in the Bureau of Research and Development.

After retiring from PSP in 2012, Acken served as Chief Information Officer of the Montgomery County Police Department in Maryland, gaining experience in management and labor relations, strategic planning, budgeting, statistical reporting, product development and life cycle support, along with support for the expansion of open data portals. In 2016, Acken joined the Police Research Program at RTI International, where his hands-on experience in investigations, computer forensics and internal affairs informed his work on several significant initiatives in the field of policing research, including the National Crime Statistics Exchange (NCS-X), which supports the nationwide transition to NIBRS crime statistics reporting, the Sexual Assault Kit Initiative, the commercialization of the Calls for Service software and analysis of videos from police body cameras.

At SAS, Acken continues to focus on developing the Crime Insights solution, applying the NIBRS data model as a force multiplier for improved crime analysis and advancing evidence-based policing practices.

Acken graduated from Penn State University in 2023 with a bachelor’s degree in computer science, security and risk analysis.


Gordon MacColl

Senior Industry Consultant, Fraud Risk and Compliance Solutions, SAS

Previously, Gordon MacColl had 30 years of police service, the majority of which was within intelligence departments, initially with Strathclyde Police and subsequently the Police Service of Scotland. As a former senior officer leading a Specialist National Intelligence capability across Scotland, he focused on serious and organized crime. He is responsible for the management of intelligence-led investigations nationally. MacColl has a broad and in-depth knowledge of intelligence-related matters, having worked with numerous law enforcement and security partners within the UK and abroad. MacColl also worked for Trading Standards Scotland as the National Intelligence Manager for three years, specializing in consumer-related investigations.
