Eric Brown leads the strategic direction and delivery of government-focused SaaS solutions at SAS. As Government Services Offering Owner, he drives innovation at the intersection of product strategy and cybersecurity, ensuring SAS' offerings meet the rigorous standards of FedRAMP® and other federal compliance frameworks.

With over two decades of product management experience serving the government market, Brown has built a reputation for translating complex security and policy requirements into scalable, mission-ready technology solutions. He collaborates across the enterprise – partnering with engineering, IT, compliance and client teams – to advance secure cloud adoption and deliver measurable outcomes for public-sector customers.

A former military servicemember, Brown brings a disciplined, mission-driven approach to leadership and execution. His career reflects a deep commitment to strengthening trust, security and innovation in government technology.


Kathleen Nestor

Managing Director, Federal Division, Civilian & National Security, SAS

Kathleen Nestor is the Managing Director of SAS’ Federal Civilian and National Security Practice. With over 14 years of combined experience – eight in federal service and more than six at SAS – she brings a deep understanding of government operations, policy and the strategic application of data and AI.

Nestor has led cross-agency teams delivering mission-focused analytics and AI solutions, driving operational efficiency and effectiveness. Her expertise and leadership continue to shape the strategic direction of SAS’ federal initiatives, ensuring technology is not just implemented, but meaningfully embedded to support the nation’s most critical missions.


David Williams

Business Programs, Microsoft

David Williams is a key member of Microsoft’s worldwide public sector business, focused on solutions for intelligence, investigations and analysis. He is passionate about applying technology to augment and assist great people in protecting citizens globally. Williams works closely with partners, field teams and customers to find solutions that support mission requirements. Before joining Microsoft, he spent 10 years in various roles in technology companies focused on intelligence, investigations and data analytics. He has consulted on solutions and problem-solving across the globe in the defense and intelligence space and law enforcement agencies at all levels. Williams also retired as a major from the United States Army, where he served for 24 years as an enlisted soldier, noncommissioned officer and commissioned officer in the Infantry, Signal and Civil Affairs branches.


Reuben Richards

Senior Technical Director, SAS

As part of the US Government sector at SAS, Reuben Richards leads strategic initiatives that bridge advanced analytics with public sector innovation. With over two decades of experience at SAS, Richards has played a pivotal role in shaping pre-sales technical support and driving the adoption of AI and data-driven solutions across federal and state agencies. His recent work includes hosting high-impact webinars such as From Barriers to Breakthroughs, where he collaborates with thought leaders to explore the evolving role of generative AI in government productivity and service delivery. Richards is known for his ability to translate complex technologies into actionable insights, helping public servants make confident decisions in an increasingly digital landscape.


John Anthony Balla – Discussion Moderator

Industry & Vertical Solutions Principal, SAS

John Balla’s public sector experience ranges from negotiating with local governments to lay fiber optic networks in public rights of way to bidding on national public licenses worldwide for data services, wireless networks and public network privatizations. In addition, he cofounded two companies – one a licensed agency of the US Postal Service. He has lived and worked on three continents and can communicate fluently in Spanish, Portuguese, Hungarian and English.

Balla currently leads the messaging and content strategy for SAS’ public sector marketing, after serving in a variety of cross-industry positions. He is proud of having cofounded one of SAS’ corporate blogs and has served as editor for five years. He studied economics at the University of Illinois at Urbana-Champaign and earned an MBA from Georgetown University in Washington, DC.
