Chad Moutray, PhD

Chad Moutray serves as the economic forecaster and spokesperson on economic issues for the National Association of Manufacturers (NAM).

Prior to joining the NAM, Moutray was the Chief Economist and Director of Economic Research for the Office of Advocacy at the US Small Business Administration (SBA) from 2002 to 2010. He was responsible for researching the importance of entrepreneurship to the US economy and highlighting various issues of importance to small business owners, policymakers and academics. He frequently commented on current conditions for small businesses through professional presentations and media interviews. He has appeared on Bloomberg, CNN, Fox Business, Fox News, PBS Nightly News and Reuters television.

Prior to working at the SBA, Moutray was the dean of the School of Business Administration at Robert Morris College in Chicago (now Robert Morris University of Illinois). Moutray is a former board member of the National Association for Business Economics, where he continues to chair the Manufacturing Roundtable.

Alfredo Cateriano, PhD

Alfredo Cateriano oversees analytics for commercial risk, consumer risk, funding support, operational risk, finance, treasury, and marketing and sales at Ford Motor Credit Company. His team is responsible for the global development and implementation of credit risk, behavioral, forecasting and optimization models used to extend, monitor and service consumer and commercial credit.

Earlier in his career, Cateriano participated in joint research projects by the Technical University of Berlin in Germany and Johns Hopkins University in the United States, developing econometric models to determine the consequences of European Union and US unemployment rates on family health and social well-being. Paula Tolliver
Vice President of Information Systems and Business Process Services

Paula Tolliver is responsible for corporate Information Systems, Business Process Services, Marketing and Sales Solutions, Customer Service Solutions and Lab, and Office Facility Management at The Dow Chemical Company.

Tolliver joined Dow in 1986 and was instrumental in the startup of the Dow Elanco joint venture (later Dow AgroSciences). In 1996, she moved to France to lead the DAS Europe Information Systems group. Tolliver then became Global Business I/S Director for Dow AgroSciences and a member of the Corporate Management Committee.

Tolliver joined Dow Purchasing in 2006 as Global Director of the Purchasing Expertise Center, where she played a key role in the design of the Purchasing Next transformational strategy. Prior to her current position, Tolliver served as Global Director of Strategic Sourcing, and in 2009 was named Vice President of Purchasing.
