IDC’s survey found that 55.8% of Asia Pacific public sector organizations expect a slow and difficult recovery rate, post-COVID-19.

As an export-reliant economy, the Singapore government will spend nearly US$70.4 billion dollars or 20% of the country’s GDP in 4 separate stimulus packages to help businesses and households manage the socioeconomic impact of the coronavirus. Notably, there are numerous funding mechanisms (e.g. Digital Resilience Bonus) and technology-matching support provided (e.g. a one-stop Tech Deport portal) to enable acceleration of digital adoption in local businesses. An additional funding of more than S$585 million (US$425) was set aside in the Unity Budget for deep-tech start-ups to invest in Singapore’s future, post-COVID-19.

COVID-19 has dramatically altered and accelerated the digital landscape for many ASEAN governments. Randy Goh

Managing Director, SAS Singapore

Randy leads the sales organization in Singapore and is responsible for contributing to the achievement of SAS’ strategic corporate and business unit objectives

He manages the sales, pre-sales and customer success team, and has a mandate to grow the business across industries: financial services, public sector, hi-tech manufacturing and commercial sector.

Randy has more than 20 years of experience in driving analytics businesses in Singapore, building key customer relationships with a deep understanding of analytics and working alongside them to realize the value it brings.

In the last five years in SAS, he has grown SAS Singapore’s footprint significantly, primarily in the areas of Risk, Fraud, Advance Analytics, AI/ML, and IOT.

Randy was previously the Regional Director and General Manager of Sales at IBM, managing the Netezza / Big Data business across the EMEA/AP region, where he grew the business exponentially.

Prior to IBM, he was the Country Manager of Teradata business in Singapore where he tripled the business in during his years with the company

Randy graduated from the University of Wisconsin -Madison, USA.


Jason Tan

Director Pre-Sales, ASEAN, SAS

Jason Tan is currently the ASEAN Director for Presales for SAS. He is responsible to manage the presales activities across ASEAN and managing a team of regional subject matter experts. Besides, driving the presales activities for SAS in ASEAN, he is responsible to drive long term initiative in the area of growth which includes cloud, innovation and public sector.  Over the past years in SAS, Jason had built up the 1st SAS APAC Innovation Center to support the innovation agenda across APAC. The innovation center focuses in innovation with smart government initiative and smart manufacturing initiative. Jason had been involved in regular strategic discussion with public sector in their digital transformation journey and data driven initiatives.

Prior to his current role, Jason is Managing Director for HPE Innovation Center Asia Pacific and General Manager, Public Sector, Asia Pacific. He was responsible for the running of the Innovation Center for Asia Pacific, consisting of 40 senior technologies, which focuses on driving startup acceleration and customer co-innovation project. For that role, he had focuses in developing commercial engagement in several key areas – big data, IOT, High Performance Computing and artificial intelligence. Some of the notable success include commercial engagement in Singapore G-Cloud, Taoyuan Smart City, India Railway solution. For his role as Director for Public Sector, Asia Pacific, he had been tasked to drive the public sector business across HPE full portfolio.

Over the 20+ years in IT industry, Jason had worked in various executive functions inclusive of product management role, account management role and business development role in country and across region. He is recognized as thought leaders in new initiative from cloud, high performance computing to artificial intelligence. He had been working with country MD across Asia Pacific for developing cloud, high performance computing and AI strategies.


Christopher Tan

Regional Alliance Director, APJ, Global Markets & Partners, Intel Corp.

Christopher Tan has over 23 years of experience in the ICT industry. As the Regional Alliance Director, Chris is responsible for the business relationship and go-to-market programs with global ISV partners across APJ. Before this role, he was the APJ Datacenter Platform Marketing Manager, owning the product marketing for Xeon and Atom server product lines. Other roles in his 14 years Intel career included the Business Development Manager for Singapore and the Enterprise Sales Manager for South East Asia, where he managed the account relationships with large enterprise end-customers, OEM partners and service providers.


Gerald Wang

Head, Asia Pacific Public Sector, IDC

Gerald Wang is the Head of IDC Asia Pacific Public Sector for IDC Government Insights and IDC Health Insights. In this role, Gerald draws on more than 15 years of research and industry experiences in enterprise IT market research, agile change management and innovation-based consultancy, as well as public speaking experiences across several public sector events. His specialties include managing digital government research and strategy advisories, driving industry-partnerships and knowledge ecosystems, as well as advocating for digital transformation innovations. Gerald is also the originator and program lead of the annual IDC Smart City Asia Pacific Awards since its inception in 2015 (http://www.idc.asia/IDCSCAPA/).

Mr. Wang was previously a civil servant for the Infocomm Development Authority of Singapore (IDA and now, Government Technology Agency of Singapore [GovTech]), in which he functioned as an IT innovation program lead and a strategy consultant. Gerald had a dual role with IDA International too, where he spent extended periods overseas as an on-site expert delivering national technology master-planning consultancies, as well as ICT infrastructure review and benchmarking advisories to foreign governments.

To date, he has delivered a myriad of public sector transformation advisories and managed programs, both locally and globally, in smart cities, transportation, public safety, critical infrastructures, social welfare, healthcare, education, and economic internationalization verticals. Other prior experiences include being a senior editor for FutureGov Magazine, a Pan-Asian government business news publication, as well as a start-up partner for a local small and medium-sized enterprise (SME).

Credentials:

Master of Business (IT) degree (with distinction) from the Royal Melbourne Institute of Technology (RMIT) University

Linguistics degree from the National University of Singapore
