IDC’s survey found that 55.8% of Asia Pacific public sector organizations expect a slow and difficult recovery rate, post-COVID-19.

In May 2020, the Philippines introduced a Bill in Parliament aimed at imposing a value-added tax on big tech firms such as Facebook, Alphabet’s Google and Youtube, Netflix, and Spotify, to raise 29 billion Pesos (US$590 million) to fight the coronavirus. This is a key digital growth area for e-commerce as its citizens are among the world’s heaviest users of social media. Notably, the government has committed over US$23 billion in funding or 5-6% GDP for health and economic activities, with plans to increase more over the coming months.

COVID-19 has dramatically altered and accelerated the digital landscape for many ASEAN governments. Heightened IT strategies and deployment best practices are at the forefront of government leaders' attention, with increased importance on LOB IT outcomes, multiple digital initiatives that span various stakeholders across and outside the agency, and programs and services that need to engage and effectively meeting more personalized constituent needs.

Ryan Guadalquiver

Country Manager, SAS Philippines

Ryan Guadalquiver is the Country Manager of SAS Philippines. As the team lead in Philippines, his portfolio includes managing SAS business activities in-country, driving sales growth, ensuring customer satisfaction, and focusing on partner development.

In his role, Ryan is most excited to help businesses in Philippines with their digital transformation journeys, helping them to break down organizational silos, improve business processes, integrate data, and embed systems with analytics to improve customer experience.

Ryan brings with him more than 20 years of experience leading some of the biggest global technology companies, both at the region and country level. Prior to his appointment in 2018, he was the Regional Sales Director & General Manager for Global Industries, Strategic Alliances, Indirect Sales for South East Asia, Taiwan and Hong Kong for Hewlett Packard Enterprise (HPE). Prior to that, he led HP Philippines to become the fastest growing subsidiary in 2016. He also worked as Managing Director for Oracle and handled key leadership positions in various large organizations including LogicaCMG, SchlumbergerSema, Globe Telecom, and Abbott Laboratories.

Ryan is an alumnus of Asian Institute of Management (AIM), where he completed his Master’s Degree. He is a graduate in Accounting from De La Salle University and a Certified Public Accountant (CPA).


Jason Tan

Director Pre-Sales, ASEAN, SAS

Jason Tan is currently the ASEAN Director for Presales for SAS. He is responsible to manage the presales activities across ASEAN and managing a team of regional subject matter experts. Besides, driving the presales activities for SAS in ASEAN, he is responsible to drive long term initiative in the area of growth which includes cloud, innovation and public sector.  Over the past years in SAS, Jason had built up the 1st SAS APAC Innovation Center to support the innovation agenda across APAC. The innovation center focuses in innovation with smart government initiative and smart manufacturing initiative. Jason had been involved in regular strategic discussion with public sector in their digital transformation journey and data driven initiatives.

Prior to his current role, Jason is Managing Director for HPE Innovation Center Asia Pacific and General Manager, Public Sector, Asia Pacific. He was responsible for the running of the Innovation Center for Asia Pacific, consisting of 40 senior technologies, which focuses on driving startup acceleration and customer co-innovation project. For that role, he had focuses in developing commercial engagement in several key areas – big data, IOT, High Performance Computing and artificial intelligence. Some of the notable success include commercial engagement in Singapore G-Cloud, Taoyuan Smart City, India Railway solution. For his role as Director for Public Sector, Asia Pacific, he had been tasked to drive the public sector business across HPE full portfolio.

Over the 20+ years in IT industry, Jason had worked in various executive functions inclusive of product management role, account management role and business development role in country and across region. He is recognized as thought leaders in new initiative from cloud, high performance computing to artificial intelligence. He had been working with country MD across Asia Pacific for developing cloud, high performance computing and AI strategies.


Christopher Tan

Regional Alliance Director, APJ, Global Markets & Partners, Intel Corp.

Christopher Tan has over 23 years of experience in the ICT industry. As the Regional Alliance Director, Chris is responsible for the business relationship and go-to-market programs with global ISV partners across APJ. Before this role, he was the APJ Datacenter Platform Marketing Manager, owning the product marketing for Xeon and Atom server product lines. Other roles in his 14 years Intel career included the Business Development Manager for Singapore and the Enterprise Sales Manager for South East Asia, where he managed the account relationships with large enterprise end-customers, OEM partners and service providers.


Sudev Bangah

Managing Director, IDC ASEAN

As the Managing Director for IDC ASEAN, Sudev directs the overall operations of the ASEAN country offices' development, sales, consulting, as well as marketing, and works alongside local and global organizations' C-level executives in their aspirations in developing robust plans and strategies for both emerging countries.

Having previously led IDC’s Southeast Asia Consulting group, Sudev has brought that rich experience in the country level by providing advice and thought leadership to CEOs, country heads, and chief strategy officers (CSOs). Based in Jakarta, Sudev continues to be hands-on in providing tailored insights, analysis, and strategies to top-tier technology vendors and telecommunications providers in expanding market share, market penetration strategies, and providing tactical approaches in winning the market.

Sudev is also a frequent speaker at industry events across Southeast Asia on a wide range of topics, and is regularly quoted in both local and international media such as Bloomberg, Asian Wall Street Journal, Financial Times, and BBC.

Prior to joining IDC, Sudev was a Senior Executive at Multimedia Development Corporation (MDeC), the organization entrusted to spearhead the development of the ICT industry in Malaysia. During this period, Sudev was immersed in projects related to the creation of the country’s ICT road map and master plan, and was part of a team that helps raise the performance capabilities of small and medium-sized enterprises (SMEs) in the country.

Sudev holds a bachelor’s degree in psychology from Curtin University of Technology, Australia. He is also a certified ISO 9001 Lead Auditor, and holds an ITIL certification.
