Carl Hammersburg
Government Fraud Solutions Specialist

Carl Hammersburg is a Government Fraud Solutions Specialist within SAS Security Intelligence, working with officials in the U.S. and abroad to establish systems to continuously monitor and detect attempted fraud and abuse.  In over 20 states and five countries, he has worked directly with executive agencies, spoken to groups of executive and legislative officials, trained staff and testified before task forces and legislative committees, driving awareness of fraud and the tools available to address it.

Prior to joining SAS at the start of 2012, Carl spent over 21 years in government in Washington State, 19 of which were in anti-fraud activities within the Department of Labor and Industries.  In 2004, he formed that agency’s comprehensive fraud prevention and compliance program, which covered diverse activities ranging from tax audit through claim investigation, provider fraud audit and collections.

Data sharing and investigative partnerships with other State and Federal agencies, as well as driving public awareness and information served as cornerstones to the anti-fraud activities of the program.  During his stewardship, audits and investigations doubled and outcomes tripled, driven by a focus on data mining and predictive analytics that improved efficiency and case selection.

Program success under Carl’s leadership resulted in awards from two successive Governors, and drove collections and recoveries to more than $148 million annually, and a return on investment that now exceeds $9 for every $1 spent.
