Fiscal issues are so complex in this center of industry and commerce that a special academy was created to educate public administrators about the ever-changing dynamics. Its instructors identified a need for more advanced analytics to help inform decision makers about the effectiveness of the state's tax programs, their impact on business and how public tax money should be spent. For the past 10 years, officials in Sao Paulo have used SAS to run the payroll system for state employees. Recently, officials decided to study past revenue patterns and make projections about the state-collected ICMS tax, which is assessed on value added to goods produced and sold. They chose SAS analytic tools because of SAS' solid reputation in the arena of data analysis. SAS/ETS software now is helping the government conduct time-series studies of tax collections and forecast future tax collection behavior and results. "Studying the behavior of tax collection requires powerful analytical instruments so that we can have a good forecast, which is necessary to have a good flow of the budget," says Andre Luis Grotti Clemente, Director of Strategic Studies for the Public Administration School in Sao Paulo. "SAS provides us with a series of tools that make data analysis much easier." Use of SAS analytics could ultimately strengthen the overall economy of Sao Paulo, Clemente believes. "If we can have better tax policies in Sao Paulo State, no doubt this is going to benefit corporations and citizens because there will be more jobs and the tax structure will be more efficient.
