SAS® Human Capital Management for Civilian Government

Federal agencies are confronting a human resources crisis. Since 1993, the civilian work force has been reduced by 384,000 positions, excluding postal workers. It now stands at 1.8 million men and women.

Human Capital Planning for Success
Watch this archived audio seminar on the critical issues surrounding workforce planning in the public sector.

Today, the average federal employee is 45 years old. More than half of all federal workers are between 45 and 69 years old. By 2004, 32 percent will be eligible for regular retirement, and an additional 21 percent could qualify for early retirement.

In other words, 900,000 employees – more than 50 percent of the work force – will be eligible to leave federal service less than three years from now.

Conservative estimates based on the current retirement rate indicate that at least 660,000 employees will retire by 2010, taking with them valuable, and perhaps irreplaceable, institutional knowledge. Their anticipated departures could leave the government with an inexperienced and ineffective work force. Any business manager faced with such a potential loss would recognize the need for immediate recruitment efforts to ensure the long-term viability of the organization. Many agencies are implementing workforce-planning measures to head off this personnel crunch and to meet the resource management goals of the President's Management Agenda and the Government Performance and Results Act of 1993 (GPRA).

SAS Human Capital Management is helping federal agencies meet both of these challenges. It gives federal HR managers the ability to measure and report on HR's contribution to an agency's overall strategy. Using SAS, agencies can analyze the work force, determine staffing needs and identify methods to address them. The SAS solution is the only one that combines award-winning data warehousing technology with Web-based, HR-specific decision support. SAS also can help federal agencies accomplish such workplace planning goals as:

  • Strategic planning.
  • Recruitment and retention.
  • Human capital development.
  • HR performance measurement.
