SAS helps Macedonian State Statistical Office achieve greater efficiency and process automation
The State Statistical Office of Macedonia (SSOM) is an independent expert organization whose competencies and scope of work are regulated by the Law on Organization and Operation of the State Administration Bodies. In accordance with the Law on State Statistics, the State Statistical Office, on a scientific basis, provides the state administration bodies, the local self-government, the business entities, the public enterprises, the public, services and other users with information on the conditions and movements of the national economy, human resources, demography, protection of the environment and other areas. The State Statistical Office is responsible for producing official statistics in the Republic of Macedonia and, at the same time, is coordinator of the statistical system in the Republic of Macedonia. The mission of the State Statistical Office is to produce and disseminate official statistical data on the Macedonian economy and society as a basis for the process of decision making, based on relevant information.
We have achieved significant reduction of manual work when it comes to generating reports directly from SAS.
SSOM is conducting around 300 statistical surveys annually, performs censuses, maintain statistical registers and publications. Published statistical data must be accurate, timely, unbiased, accessible and easy to use. The vision of the State Statistical Office is to be recognized as an institution that provides quality, timely and internationally comparable statistical data. For achieving high quality results of official statistics, the existence of an appropriate infrastructure is very important. SSOM recognized this early and introduced SAS as a tool for its business operations.
In the last two decades, the way of doing business in the statistical offices worldwide has changed dramatically, due to technology.
State Statistical Office has been a SAS user for more than 15 years. The biggest challenge was the project in the field of national accounts, automation of the process of calculation and dissemination of main macroeconomic indicators. They choose SAS Statistical Office Platform to be able to extract data from numerous administrative sources and statistical data produced by SSOM. Calculation process is complex due to data gathered in different formats, on different media, often based on incompatible classifications. The idea behind the project was to shorten the time of compilation of integrated economical accounts to increase efficiency of business users i.e. spend less time for data preparation, use more time for data analysis.
SAS solutions are used in all statistical domains: national accounts, social and business statistics for data integration, processing, analysis, and reporting. Produced data are supporting public, politics and science in the studies on socio-economic changes in the society and decision making process.
Since the end-1990s, SSOM employees have relied on SAS products. High-performance standard software is used by statisticians, while IT personnel develops additional algorithms and processing procedures. SAS has crucial role in data sampling, gathering, cleaning data transformation and processing, including data preparation for analysis and quality check.
SSOM is permanently investigating possible improvements in IT infrastructure with new modules and functionalities available through SAS.
Blagica Novkovska, Director of State Statistical office, said that even though they are small office comparing to other European statistical office, they have the same requirements as large ones and they need to be more efficient to comply with the tasks assigned by both the Government and Eurostat. Therefore, partnership with SAS is important not only to keep up with technology. "The most important aspect of our cooperation with SAS is a long lasting partnership and support. This has been achieved through open discussions, knowledge sharing and trainings where we can openly communicate business issues we are facing and finding solutions to overcome them" she declared.
"We have achieved significant reduction of manual work when it comes to generating reports directly from SAS" says Novkovska. "Timeliness for publishing quarterly national accounts data has decreased from 90 to 75 days. In other areas such as labour market, as a result of using SAS in data cleaning and analysis in the last year, publishing annual data has been much faster, 4 months earlier than in 2012."
